- The household income must not exceed 150% FPIG.
- A minimum of one household member must be a US citizen.
- A household that is unable to pay its water bills must be at risk or have been disconnected from water utilities.
By enrolling, the household must register at the Texasutility Help com site:
- Identity card
- Evidence of legal residency
- The proof of citizenship
- Utility bills include electricity, water or gas.
- Documentation of income for each household member.
- Documentation of disconnection, past due bills, bills that show a risk of being disconnected or bills with a high probability of becoming disconnected
